축소의 시대, 매력적인 도시만들기 전략방안 Strategies for creating attractive cities in the era of Shrinkage

축소의 시대에 가장 주목해야 할 점은 '인구이동'에 따른 도시인구의 감소와 이로 인한 도시의 축소현상이다. 우리나라에서 인구의 자연감소(지속적인 저출산으로 인해 출생보다 사망이 더 많음)가 시작된 것은 2020년으로 비교적 최근의 일이다. 따라서 지금까지 나타난 도시인구의 감소는 인구의 자연감소 보다는 인구의 이동에 의한 결과라고 할 수 있다. 인구감소와 인구고령화는 우리나라 뿐만 아니라 전세계적으로 나타나는 현상이지만, 도시에 따라 상당한 차이를 보이고 있다. 인구성장이 일어나지 않는 상황에서 인구의 이동은 유출되는 도시와 유입되는 도시의 사회, 경제, 문화적인 변화를 주도하게 되며, 도시의 발전에 막대한 영향을 미치게 된다. 각 지자체가 더 많은 인구를 유입 시키기 위해서 다양한 정책을 수립하고 시행하는 이유가 여기에 있다.
본 연구는 축소의 시대에 사람과 자본이 모이는 매력적인 도시를 어떻게 만들 수 있는지에 대해서 국내외 사례를 통해서 전략방안을 도출하고자 한다.
In the era of shrinkage, the most noteworthy point is the decrease in urban population due to 'population migration' and the resulting urban shrinkage phenomenon. In South Korea, the natural population decline (more deaths than births due to persistent low birth rates) began relatively recently in 2020. Therefore, the decrease in urban population observed so far can be attributed more to population migration rather than natural decline. While population decrease and aging are global phenomena, not limited to South Korea, they show considerable differences across cities. In a situation where population growth is not occurring, population migration leads to social, economic, and cultural changes in both the cities of outflow and inflow, significantly impacting urban development. This is why local governments are establishing and implementing various policies to attract more population.
This study aims to derive strategic measures through domestic and international case studies on how to create attractive cities that gather people and capital in the era of shrinkage.
